The Portuguese international is said to be receptive to the idea of moving to North London.
Despite a strong showing at the World Cup and recent comments that seemed to temper previous talk of an exit, it appears Leao and Milan are headed for a parting of ways. A recent meeting between Milan's new transfer management and the winger's representatives reportedly confirmed a mutual desire to move on.
Leao understands he may not be a central figure in manager Ruben Amorim's future plans, and he has signaled his openness to a transfer. The focus now shifts to whether any interested clubs will submit a formal offer.
Under manager Roberto De Zerbi, Tottenham has been notably active in the transfer market.
